MINUTES OF THE
COMMON COUNCIL
August 17, 2021
A regular meeting of the Prairie du Chien Common Council was held on Tuesday, August 17, 2021 at 7:00 P. M. in the Council Chambers of City Hall. Mayor Dave Hemmer called the meeting to order.
GENERAL ITEMS TO BE ACTED UPON
1. Call to order/Roll Call – Gilberts, Myers, Solomon, Riebe, Bremmer, and Ingham, present. Ziegler and Wittrig absent. City Staff present, Mayor Dave Hemmer, City Administrator Chad Abram and City Planner Garth Frable.
2. Certification of the open meeting law agenda requirements and approval of the agenda. Motion: Bremmer, Second: Gilberts, Roll Call Vote: 6-0
3. Pledge of Allegiance: Chief Kyle Teynor

A. DISCUSSION AND ACTION: RESOLUTION 2021-22 INITIAL RESOLUTION VACATING THE ALLEY RUNNING NORTH AND SOUTH ALONG THE WEST SIDE OF LOT 1 OF CERTIFIED SURVEY MAP #636, IN THE CITY OF PRAIRIE DU CHIEN, CRAWFORD COUNTY, WISCONSIN. – Action: To approve Resolution 2021-22 and waive the first and second reading. Motion: Gilberts, Second: Bremmer, Voice Vote: 6-0.
B. DISCUSSION AND ACTION: RESOLUTION 2021-23 RESOLUTION SETTING TIME AND PLACE FOR HEARING ON RESOLUTION VACATING THE ALLEY RUNNING NORTH AND SOUTH ALONG THE WEST SIDE OF LOT 1 OF CERTIFIED SURVEY MAP #636, IN THE CITY OF PRAIRIE DU CHIEN, CRAWFORD COUNTY, WISCONSIN. – Action: To approve Resolution 2021-23 and waive the first and second reading. Motion: Gilberts, Second: Solomon, Voice Vote: 6-0.
8. CITY ADMINISTRATOR REPORT or MAYOR REPORT – Abram spoke on the Taylor Street project and road closure for approximately 10 days on Marquette Road. Abram spoke on both the Harbor Road project and the Kwik Trip build upcoming within a week. Abram touched base on the Fire at the Welcome Center and finished speaking on upcoming events.

1. DISCUSSION AND ACTION: Claims – Action: To approve the claims. Motion: Gilberts, Second: Bremmer, Voice Vote: 6-0.
B. PLAN COMMISSION
1. DISCUSSION AND ACTION: On Certified Survey Map located in Farm Lot 32 of the Private Land Claims at Prairie du Chien, City of Prairie du Chien, Crawford County, Wisconsin, also being Lot 1, Crawford County Certified Survey Map Number 636, recorded in Volume 5, CSM’s, pages 42 and 42A, Document #238238, and all of Block 1, except Lots 1 and 2 according to Panka’s Subdivision, all of Block 2 according to Panka’s Subdivision, also including the following vacated streets and alleys lying withing the bounds of Block 1 and 2 of Panka’s Subdivision, all of State Street and Buchanan Street, the 20 foot alley in Block 2, and the part of the alley in Block 1 lying south of the south line extended westerly of Lots 1 and 2 of Block 1, City of Prairie du Chien, Crawford County, Wisconsin. (Brought by the Redevelopment Authority of the City of Prairie du Chien for the former Blackhawk Junction Mall property) – Action: To approve the Certified Survey Map located in Farm Lot 32 of the Private Land Claims at Prairie du Chien, City of Prairie du Chien, Crawford County, Wisconsin. Motion: Solomon, Second: Bremmer, Voice Vote: 6-0.
10. NEW BUSINESS (Including items for future agenda consideration or Committee assignment)
A. DISCUSSION AND ACTION: Authorization to bid for utility work (sewer, water, stormwater) utility installation for redevelopment of former Blackhawk Junction Mall site. – Action: To authorize bidding for utility work at the former Blackhawk Junction Mall site. Motion: Gilberts, Second: Ingham, Voice Vote: 6-0.
B. DISCUSSION AND ACTION: Professional Services Agreement with Vierbicher and Associates for the sanitary sewer and water main extensions and storm sewer relocation for the redevelopment of the former Blackhawk Junction site. – Action: To approve the Professional Services Agreement with Vierbicher and Associates for the sanitary sewer and water main extensions and storm sewer relocation for the redevelopment of the former Blackhawk Junction site. Motion: Riebe, Second: Ingham, Voice Vote: 6-0.
